WADA LIST OF PROHIBITED SUBSTANCES AND METHODS 2019
The World Anti-Doping Agency (WADA) has published the List of Prohibited Substances and Methods 2019 (hereinafter referred to as “the List”); together with a summary of substantive changes and explanations for 2019. The List shall come into effect on 1 January 2019.
The List, which is one of six international standards that are mandatory for all signatories to the World Anti-Doping Code, indicates which substances and methods are prohibited in and out-of competition and which substances are forbidden in specific sports.
The List is updated annually and published three months before the date of entry into force so that all parties and all anti-doping organizations have enough time to implement it in the sport and technical and anti-doping rules, including the setting of elements of the international anti-doping regulation and in particular the national legislation of the Contracting Parties handling of prohibited substances and doping methods. A period of three months until the entry into force of the new List is particularly important for all athletes and entourage take the necessary time to consult the List and its changes in order to exclude any doubt as to the possible use or exclusion of any substance or method.
The annual update of the List is a very extensive stakeholder consultation process that builds on scientific and medical research and trends, applying intelligence obtained from law enforcement agencies as well as the knowledge of pharmaceutical companies. The baseline for listing or excluding it from the List is the fulfillment of at least two of the following three criteria: 1. it has the potential to enhance or enhances sport performance; 2. it represents an actual or potential health risk to the athletes; or, 3. it violates the spirit of sport.
It should be noted that sportspeople who have a legitimate medical reason for using a banned substance or a method listed in the List may be exempted if they meet the criteria set out in the International Standard for Therapeutic Use Exemptions.
